Otay River Bridge:
Bill was the Structures Representative on this bridge and was responsible for all aspects of Structural Engineering for this project.
My Career:
Bill has 40 years of experience in the Civil Engineering profession, and became a licensed Civil Engineer in 1984. He has both a Bachelor of Science and a Master of Science degree in Civil Engineering with a Major in Structures and a Minor in Construction. He earned his Master’s degree while working full time. Throughout his career, he has managed major highway and bridge projects ranging in cost between $4 million - $90 million. His extensive knowledge of legal, technical, and design aspects ensures efficient execution and delivery. He is skilled at conflict resolution and negotiation with project partners. Additionally, he has extensive work experience in the private sector. His private sector experience gives him intimate knowledge of how to maximize value for every dollar spent and work within a budget, with many of his projects coming in under budget.
Bill's dedication extends beyond the private sector; he's been a stellar public servant. His initiatives have saved substantial taxpayer funds, earning recognition and bonuses for his innovative approaches to cost-saving measures. In one chapter of his distinguished career, he earned a $10,000 DIBBS (Do It Better by Suggestion) bonus for a first year’s savings to the County of over $180,000 dollars with additional yearly savings by revising the way software licenses were purchased in the County. He co-authored a $1,000 DIBBS award that streamlined the work flow which resulted in an ongoing savings of a minimum of $10,000 dollars each year. This savings was achieved by revising the method specifications were generated and removing a tremendous number of duplications and errors in those specifications. It is in his nature to recognize and find creative cost saving solutions for various problems he encounters.
With over two decades of service on non-profit boards and two elected terms on the San Miguel Fire Board, Bill understands the importance of responsible governance. He is currently serving on the Highland Pines Water District Board. Mr. Kiel is presently enrolled in the Gunsmithing Program at Yavapai College and maintains a 4.0 GPA. These experiences make him familiar with many of the cost challenges that Yavapai College currently faces.
He works well with other people and has a comprehensive understanding of finance and budget. Bill approaches decision-making with thorough research and consideration. With your support we can help guide Yavapai College and its stakeholders toward making more fiscally responsible decisions.
Education:
Yavapai College: Graduated the Gunsmithing Program; Maintaining a 4.0/4.0 GPA
After earning a Bachelor of Science degree in in engineering from San Francisco State University in 1980, he earned a Masters degree in Civil Engineering from San Jose State University (this was earned while continuing to work full time) His major is in Structures with a minor in Construction.
Interests and Hobbies:
Skiing: Bill was a member of the National Ski Patrol and worked as a Patroller at Snow Valley Ski Resort.
Aviation: Bill holds a Private Pilot’s Certificate.
Scuba Diving: Bill is a registered NAUI scuba diver.
Scoutmaster: Bill has served as Scoutmaster for two Boy Scout Troops, Troop 37 in the 1980’s and Boy Scout Troop 333 in early 2000.
